As to Mr.Clementi's general qualifi- cations they are very high. In view, however, of his short ser-

vice you may deem it advisable to appoint him on probation

for a year, at the end of which time his appointment might be

confirmed if he has discharged the duties of the post satis-

factorily.

9. In any case, if the appointments are

approved, I do not propose that they should come into force

until the middle of next year, so that Mr. Brewin may complete

his examinations of the various schools, which will occupy him

till the end of February next, and so that Mr.Clementi máy

have an opportunity of acquainting himself with the details

of the work which I recommend he should be appointed to un-

dertake,

10. In the meantime preliminary arrange-

ments can be made for establishing an Interpretation Depart-

ment,

11. If the post of Registrar General is

restored, I am of opinion that there will no longer be any ne-

cessity for an European First Clerk in that office, as the As-

sistant Registrar General would have more time to devote to responsible duties now shared with the First Clerk, and that a considerable economy could be effected by replacing Mr. Wodehouse whose maximum salary is $1,800 per annum, by a clerk
